Purpose
TPHC - Temiskaming Pleasure Horse Club
Box 45, New Liskeard, ON, P0J 1P0
Founded in May of 1969 the Temiskaming Pleasure Horse Club (TPHC) set out to provide local competition
for horse enthusiasts of the north. A small group of volunteers put together a club that now almost forty
years later is as strong as ever.
The TPHC provides local horse shows offering competition in English,
Western Performance and Western Games events, trail rides throughout the scenic district of Temiskaming,
clinics, trade shows ,general meetings and many other equine related events.
The purpose of the TPHC shall be:
To enhance and promote the develop the image of the modern equestrian.
To increase the safety consciousness of horse and rider.
To promote a spirit of comradeship and social good will among the members, and their guest.
To accept donations, gifts, legacies and bequest.
To educate members on the laws, rules etc.. relating to the operation and on going business of the TPHC.
Showing
FEES
English Western Performance and Western Games
All Senior and Youth classes including Futurity Barrel - $5.00 per class or flat fee of $20.00
Junior - $5.00 per class or flat fee of $10.00
Trail rides - no fee unless otherwise specified.
There will be a Show secretary fee for each entry form - $5.00

Event Grounds
All participants are responsible for the clean up of their trailer sites, hay, manure, and
all garbage is to be picked up before leaving the grounds.
English course will be set up Friday evenings the weekend of a TPHC show, use of the grounds
will not be available after 5:00pm Fridays.
Age Divisions for the Purpose of Showing
"open" refers to any members of any age.
"senior" refers to any members 18 years of age or over as of Jan 1st of the current year.
"youth" refers to any members 18 years of age to 14 years of age as of Jan 1 of the current year.
"junior" refers to any members 13 years or younger as of Jan 1st of the current year.
"novice" refers to senior or youth members who have never competed or who have not competed
for a minimum of five years previous in any equine activity.

Show Entry
A horse and rider shall not be allowed to compete unless proper entry is made, and both
horse and rider have fulfilled all the rules required.
Show registration will close fifteen (15) minutes prior to division start.
Entries shall not be accepted after the registration has officially closed.
Entry numbers must be worn when competing.
An exhibitor may enter one or more horses per class but each horse may only have one rider per class.
In all divisions a rider may move up an age division, but may not reverse per show (no cross entry)
It is the exhibitors responsibility to ensure horse and rider are registered under the same name at
each show or event for proper point allotment.
Competitors must participate at a minimum of three (3) out of five (5) shows to obtain a year end
high point award.
Horses
TPHC is a non breed specific club, it is open to all horse breeds regardless
of age, size or colour.
Horses must be in control at all times.
Every horse shall at all times be treated humanely and with dignity, respect and
compassion.
Appropriate tack should be used for each division. TPHC Judges reserve
the right to inspect and disallow any inappropriate equipment.
Stallions are the direct responsibility of the owner and should only be
handled by experienced members 18 years of age and older, and they should
not be left unattended at any time.
Judges
Designation as a Judge is a privilege, not a right, bestowed by the committee to
individuals whose equine expertise and personal character merit the honor. A
judge shall judge all TPHC events in accordance with all rules, regulations,
directives and guidelines issued by the TPHC. A judge shall, honestly, fairly,
and impartially judge each horse and competitor strictly on the rules
of the particular performance or event. An individuals conduct as a judge must
be exemplary; and is subject to review by the committee and such designaton is
revocable by the committee with or without notice or formal hearing.
Judges Must
Contact the officials upon arrival of a show which he/her is to officiate.
Be present and available to assist show management in meeting responsibilities
of rule compliance.
Wear proper attire, including western hat and boots for all TPHC shows or
events.
At all times act in a professional manner.
Judges May
Order any person or horse from competition for poor conduct of either
and may disqualify any contestant for excessive abuse of their horse.
At his/her discretion refuse entry into the arena or remove an entry from
a class for improper attire or equipment.
Judges May Not
Personally exhibit a horse nor can a horse be owned, in whole or part,
by the judge be exhibited at a show which the judge is officiating.
Be involved in the management of a show and officiate as a judge at that
show.
A judge shall not visit the stall area, nor visit with owners, trainers,
exhibitors, or owner representatives, nor inspect or
discuss any horse entered in the show before the judging.
Ride, or in any manner participate in the role of an exhibitor for
a horse in the class while judging an event.
Re-Judge a class once it has been judged, and once the judge has marked
his/her card and places for awards made there shall be no changing the
judges record.
After the judge has accepted the judging assignment, exhibitors
shall not contact, nor attempt to contact the judge pertaining
to judging any horses at that show. Further, exhibitors shall not
approach judges for any reason prior to the competition of the
judging unless the ring steward is present.
Any request to speak to the judge must be made through the ring
steward.
When an exhibitor makes a request through the ring steward for the judges
opinion concerning the exhibitors horse or performance, it is urged that the
judge will give his/her opinion courteously and sincerely in the presence
of the ring steward or other show official.
A TPHC judge shall be treated with courtesy, cooperation and respect. No
person exhibitor, owner, trainer, or otherwise shall direct abuse or threatening
conduct towards them, either in the furtherance or their judging duties, or as
a result thereof, whether or not the conduct occurs during a show or on show
grounds.

Ring Steward
A competent ring steward will be required at all shows for each judge. Any
reputable person may act in the capacity of ring steward who can furnish
that he/she is capable through ability or experience and is familiar
with TPHC rules. The ring steward may not hold the position of show
manager or show secretary at the show which he/she serves as ring steward.
The Ring Steward Shall
Relieve the judge unnecessary details; assemble the class promptly,
keep the program on schedule, eliminate delays between classes and control
the conduct of horses and exhibitors in the ring.
Notify the judge when all horses are present for each class and call
his attention to those horse which are absent.
Ensure no person rides more then one horse in any class unless allowed.
Assist the judge, no advise him/her and refrain from discussing,
or seeming to discuss, horses or exhibitors with the judge.
Not take part or seemingly take part in any judging.
Have charge of the activity of the ring. He/She should act as
mediator between exhibitors and the judge.
The judge should request the ring steward to move and place horses
as he/she advises.
Have the authority to remove horses or exhibitors for he safety
of other horses or spectators.

Horse & Rider Trail Rides
TPHC Trail rides are non competitive activities that take place outside
the confines of the show pen. Many unpredictable factors could affect you
and your horse. Situations require implementation of common sense, rider
etiquette, safety guidelines, and use of trail ride rules, that should
be practiced whether you ride alone or with a large number of other
trail riders.
Attire
All participants under 18 years of age must wear an approved helmet.
All riders must wear appropriate footwear with a minimum 1/2" heel.
Rules & Regulations
All Riders must be signed in before departure.
Trail boss and drag riders have the authority to enforce all rules.
Riders ride at their own risk.
Riders are to be saddled and ready on time.
Respect land owners. Stay on designated trails.
Walk trot only unless otherwise stipulated by trail boss.
All known aggressive horses and kickers must be marked with a red
ribbon on the tail.
All riders are to respect space .min eight feet between horses.
Racing is strictly prohibited. Anyone caught racing will be subject
to disciplinary action.
No smoking on the trails. Only in designated safe smoking areas.
No dogs allowed on trail rides.
Condition yourself and your horse before venturing out on long
trail rides. Maintain your horse with a healthy diet, regular vaccination,
farrier work, and worming program.
Only one rider per horse permitted on trail rides. No tandem saddle
extensions, bareback pads, blankets or other devices that allow for
two riders will be permitted.
Inform the trail boss or drag riders if you do not feel comfortable
with any obstacle or pace. You are no obligated to attempt anything you don't
want to such as steep hills, water crossings, cantering etc. You know your
capabilities and your horses better than anyone, and you are responsible
for your own saftey.

Meetings
Membership Meetings
Membership meetings will be called at least two times per year. A general meeting
will be held in the spring before the season and an awards and elections meeting
in the fall after the season. That will inform members of the ongoing business
of the TPHC.
Any member in good standing 18 years of age or over may cast one vote at membership
meetings.
Voting at membership meetings will be majority of the members present
at the meeting.
Notice of a membership meeting shall be given at least or as close
to as possible, two weeks prior to the scheduled meeting.
Election Meetings
A meeting called by the chairperson in which all members attend to elect members
for the executive board for the next term.
The election meeting will be held in October of the current year.
The election of the board of members will be done by secret ballot.
There will be nine (9) members elected to the executive board annually.
Only members in good standing with the TPHC may be nominated for office and only
members in good standing may nominate someone for office.
A member must be 18 years of age or over to vote or hold position
on the executive board.
Members must be present to be nominated, stand for office or to
vote at an election meeting or written consent from any member will be
acceptable to be nominated for office.
Only persons capable of fulfilling the obligations of the postion they are
nominated for should allow their name to stand.
Disciplinary Actions & Complaints
Any member who conducts themselves in an unbecoming manner or does not actin the best interest of the
TPHC, may have their membership cancelled by the majority of the executive board.
Procedure for disciplinary action will be as follows:
- First offence - written reprimand, stating offence.
- Second Offence - disqualification from next show or event.
- Third offence - dismissal from the club.
Depending on severity of the infraction, step #2 may be omitted.
Any member requring disciplinary action may be entitled to a hearing before
the executive board, by written request.
The executive board reserve the right to set the conditions of such hearings at their
discretion.
Any member, while under disciplinary action is considered not to be in good
standing with the TPHC.
Complaints
Any complaints or issues regarding the TPHC or it's members must be directed to the
TPHC executive. Either a letter stating the issue or a letter requesting a meeting
with the executive to address the matter at hand.
Complaints must be in writing addressed to the TPHC accompanied by a $50.00 deposit.
Committees
Committees may be appointed by the executive board to carry out
special assignments.
At least one representative from a committee shall attend executive meetings to report
on any business concerning their committee but are not entitled to vote.
